When accessing External Content Types in SharePoint Designer 2010, the error “The Business Data Connectivity Metadata Store is currently unavailable” was received.
When clicking on New External Content Type the error “There is no Business Data Connectivity Service associated with the current web context” was display.
The BDC service was started in Central Admin. The service application was also showing as selected in Central Admin >Manage Web Applications > Service Applications.
Since the web app was using the default associations, I tried creating a custom group from the dropdown and selected all the service applications.
Returned to SharePoint Designer 2010 and the External Content Types displayed.
Clicking on New External Content Type no longer gave an error and page to manage external content types displayed.

Excellent posting – though it didn’t work for me. I just installed sharepoint foundation to do some experimenting and I got this exact same error.
turns out the cause was really simple – my account wasn’t in
Central Administration->Manage the farm administrators group
banged my head against the wall for a bit, but really it should have been obvious. Shame sharepoint designer couldn’t have just said ‘access denied’

I tried both solutions and none solved the exact problem !!!
Using the IP adress instead of host name when opening the site in SharePoint Designer fixed the problem for me.
Using IP address or localhost to open the site also worked for me.
Solved my problem buddy, really unexpected approach, but great solution.

Initial solution didn’t work, but using localhost as some suggested did. Had alternate access mappings configured, but obviously something else is going on.
This might be a client side issue – In IE go to Tools > Internet options > Connections > LAN Settings and untick the “Auto Detect Settings” option. This has resolved the problem for me
